Electric vehicle (EV) adoption in Singapore is accelerating, and condominiums play a crucial role in supporting this shift. To future-proof their estates and meet resident demand, MCSTs must ensure compliance with the latest EV charging regulations.

1. Understanding the Electric Vehicles Charging Act 2022 (EVCA)
The Electric Vehicles Charging Act (EVCA) came into effect on 8 December 2023, establishing clear rules for EV charging infrastructure. Key points include:
- Charger Registration: All EV chargers must be registered with the Land Transport Authority (LTA) before they can be used.
- Type Approval Compliance: Chargers must comply with the Technical Reference 25 (TR25) standard. From 8 June 2024, it will be illegal to supply non-type-approved chargers.
- Penalties for Non-Compliance: Failure to register or meet standards may result in fines or enforcement actions.

2. Licensing Requirements for Charging Operators
If an MCST partners with an EV charging service provider, they must ensure the operator is licensed by the LTA. Licensed operators must:
- Ensure reliable charger uptime
- Provide public liability insurance
- Share charging data with relevant authorities
Read more about it here on the Ministry of Transport: Electric Vehicle Policies
3. Installation Regulations for New and Existing Developments
Regulations require:
- New buildings and those undergoing major renovations to install a minimum number of charging points.
- Adequate electrical infrastructure to accommodate increased energy demand.
- Proper installation by licensed electrical workers to ensure safety and compliance.
4. MCST Approvals and Amendments to the BMSMA
From 8 December 2023, the Building Maintenance and Strata Management Act (BMSMA) was amended to streamline the approval process for EV charger installations. MCSTs must pass the required resolutions before proceeding with installation.

5. National Public Charging Standards (NPCS)
Public chargers must adhere to mandatory connectors Type 2 AC or Combo-2 DC
6. Safety and Compliance Measures
To ensure safe operations, MCSTs must:
- Engage certified installers
- Conduct regular inspections and maintenance
- Adhere to TR25 safety standards
7. Government Grants & Financial Incentives
MCSTs can reduce installation costs by leveraging the EV Common Charger Grant (ECCG), which provides subsidies for charger installation in condominiums. Redirect here to download the LTA guide for MCST: Electric Vehicle Guide for MCSTs
By understanding and complying with Singapore’s EV charging regulations, MCSTs can enhance property value, support green initiatives, and meet the growing demand for electric vehicles. Now is the time to act and make your condominium EV ready.
